It's a custom on my world that when someone commits a crime and gets out of jail, sometimes law enforcement likes to punish them further by effectively putting a leash on them. Or put them under "house arrest" which means they can't leave their house, in hopes it'll keep them out of trouble.

He's a means to an end. A permanent end, I hope. It won't work.
